　　这是一座美丽而富饶的南方海滨城市，在这座城市里工作和生活着一大批从遥远而贫穷的山区来南方淘金的打工妹。从离开故乡的那一天起，她们就把自己全部的理想和希望寄托在这片美丽富饶的土地上… 　　然而一场无情的大火，吞噬了80多个年轻的生命，造成了巨大的经济损失和极坏的社会影响。工厂负责人因此被判刑，与此有关的各级领导被追究责任，主管全市生产安全的副市长陈天雄被降职为副区长。 　　这场灾难的发生使陈天雄的心灵受到了极大的震撼，他认识到灾难发生的原因是人们平时忽视安全防范，责任在于领导的麻痹和侥幸。于是，他忍辱负重来到了火灾发生所在区，在火灾的废墟上成立了"安全生产委员会"，对全区开始全面整顿。对于存在火灾隐患的企业、单位实施限期整改或停产、停业的处理。他们的行为受到了来自各方的阻力：区有关领导不理解，企业主的反对，甚至是上级领导的干扰。为使打工妹的生命不再受到伤害，为使众多的家庭不再因为灾难的发生而忍受终生的痛苦，为了一方百姓的生活平安，陈天雄和同事们与来自各方的阻挠、以及各种邪恶势力展开了斗争。妻子因此而离开了他，儿子险遭黑社会绑架，自己被上级调离工作岗位。面对种种压力，陈天雄依然毫不动摇，在他心中只有一个目的：为官一任，保一方百姓平安，再也不能看到无辜生命的断送，要唤醒人们的觉悟，珍爱自己的生命，杜绝人为灾难的发生。为了这个理想和责任，在最后扑救火灾的战斗中，陈天雄亲临火场指挥，身负重伤，而与他并肩战斗20余载的亲密战友、消防大队长张振旗，为了保护国家财产、抢救被大火围困的人们壮烈牺牲……
